David Baram (serving Bloomfield and Windsor) spoke to the Connecticut Subcontractors Association in Berlin about recent legislation on retainage and issues for the upcoming Session. Association Attorney Steve Kaplan (right), introduced  Rep. Baram (left), who was presented with a picture of an historic schooner built by craftsmen in much the same way our American builders and contractors create masterful infrastructure today – which also results in jobs and economic growth.
