Arthur Gartel, 91, of West Hartford, died July 2. He was the widower of Gretchen (Esty) Gartel. Born in New Rochelle, N.Y., he was the son of the late William and Lillian (Alexander) Gartel. He served in the United States Navy during World War II.  He is survived by his daughter, Candice Gartel Blanco and her husband Miguel A. Blanco of Boca Raton, Fla.; his sister, Pearl Friedman of Monroe Township, N.J.; his granddaughter, Laura Peterson and her husband Eric of New Haven; and several nieces and nephews. WEINSTEIN MORTUARY
