Paul D. Bernstein, 67, of Windsor Locks, died April 22.  He was the husband of Theresa (Sheehan). Born in New Britain, he was the son of the late Milton and Rita (Witkin) Bernstein. In addition to his wife, he is survived by two sisters, Lynne M. Bernstein and her husband Joseph Rouse of San Francisco, Calif., and Jill E. White and her husband Clark; and his niece Morgan White of San Anselmo, Calif.
